The dog can even sit down or sit up without having to remove the device. <description><![CDATA[New figures have shown Exeter bucking the trend as the number of people out of work in the South West rises.It was revealed yesterday that the number of unemployed in the region rose by 10,000 between February and April, bringing the total to 107,000.The regional unemployment rate is now four per cent.However, the number of people claiming job seekers' allowance in Exeter - 1,017 last month - had actually decreased by 177 since last year.The figures, from the Office of National Statistics, come after insurer Norwich Union last week announced mass redundancies in Exeter, shedding 359 jobs at its Pynes Hill offices over the next two years and cutting its city workforce to just 54.Kevin Norman, a senior official of the GMB, described the situation as &quot;gloomy&quot; and said he had seen 600 redundancies in the region since January.He said: &quot;It's getting worse day by day. Devon and Cornwall Constabulary, Solar Glass in Plymouth and May Gurney are all making redundancies.&quot;Companies are tightening their belts and the main issues are the cost of fuel and prices rising in general.&quot;Anybody in manufacturing should be concerned because the industry will take a down turn. It's the national companies that worry me more than local businesses.&quot;This is a storm and we have to weather ourselves through it.&quot;Tim Jones, chairman of the Devon and Cornwall Business Council, agreed staff at smaller businesses are safer in their jobs.He said: &quot;We've been monitoring the figures very carefully since the Northern Rock situation. There have been worries it would trigger downsizing and I've been surprised there's been very little evidence of that happening until recently.&quot;I'm getting good feedback saying small businesses are happy to maintain the workforces they've got at the moment, but that doesn't mean they will be taking on more staff.&quot;They understand reacting to the credit crunch in a knee-jerk way is not sensible.&quot;There is a difference between small and large businesses. Most small ones have small, very loyal and skilled workforces they've built up over time and I don't expect to see a significant change except with larger employers.&quot;However, Marjorie Barnes, a spokeswoman for major city employer EDF Energy, said: &quot;We employ about 2,000 people in this region and the company does not have any plans to reduce this number.&quot;We opened the company's second office in Exeter last year to accommodate a further 250 new recruits to the company.&quot;Across the UK, the number of unemployed people rose by 38,000 to 1.64m between February and April, which is a 5.3 per cent rise and the biggest since July 2006.Employment minister Stephen Timms said: &quot;A decade ago the challenge we faced was high unemployment.
